It is concluded that a comprehensive data, information, and researchsystem is needed to guideKEYWORD policymakers' decisions, statistical indicators are powerful tools for identifying problems and galvanizingpublic support to address them,but a limited set of indicators can be misleading, and the information system fordeveloping bachelors degree, technical management indicators should be organized around learner outcomes, quality of KEYWORDal institutions,readiness for school, societal support for learning, bachelors degree, technical management and economic productivity, and equity among otherfactors.
It is concluded that highnational online language education standards and a voluntary linked system of assessments are desirable and feasible mechanisms forraising expectations, revitalizing instruction, and rejuvenating online language education reform efforts for all American schools andstudents. The NCEST will work toward local commitment to high national expectation for achievement for all students, andtoward developing Federal, state, and local policies that ensure high quality resources instructional materials and wellprepared teachers.
